PG&E's strategy of seeking funding from ratepayers to improve "prudent"
business strategies is something done throughout the world of utilities. The
question is, "what is a "prudent" records management program and how much
does it cost to implement it?" I would imagine the PUC will be
asking similar questions to better understand exactly what the ratepayer
gets for their money or if they should foot the bill at all.
