Bill would raise clerk copy fees
By E.L. GOLD
The cost of accessing public records could be
going up.
A bill now under consideration in the state Senate
would allow county clerks statewide to charge as much
as 50 cents per page for photocopies of such basic public
records as deeds, mortgages and even fiscal court
minutes.

State sunshine law should cover e-mail
Though not always followed, Louisiana's open meeting
and record laws are clearly defined.
Known as the sunshine laws, they ensure the public's
access to government proceedings and information.
However, new electronic technology could cloud public
access if these sunshine laws are not extended to cover the new technology.

Nassau Clerk to Restore Access to
Computer Data
By Víctor Manuel Ramos
It looks as if Nassau County may again have computer access to
its own databases, with county clerk Karen Murphy pledging
yesterday to end a virtual standoff she started last year.
Murphy, a Republican, cut off computer access to the county's
vital records in August, citing security concerns that she said
could have allowed the manipulation or theft of data. Her
decision was blamed for delaying tax reassessments and other
government operations.

Omaha's public documents are now
available on Web
BY NICHOLE AKSAMIT
Want to see the latest proposals out of Omaha City Hall without
going there or requesting photocopies?
No problem - if you've got access to a computer.
Thanks to new document-scanning software in the City Clerk's Office, anyone
can access public
documents with a click of a computer mouse.
"This will give people much faster and easier access," said City Clerk Buster
Brown. "It'll also save on paper. And it should add to the transparency of
local government."

Webmaster trying to open up government sues
Philly for records
For nearly two years, Ed Goppelt has done what the old
adage says you can't do: fight City Hall.
Since launching his Web site _ http://www.hallwatch.org _ in March 2001, he
has been making available information from property tax assessments to the
status of bills in City Council. And he has been accused by city officials of
threatening public safety and privacy.
