Perhaps one of the issues here is that once one identifies that the Vice
President is constitutionally connected to the Senate, those who have an
interest in the preservation of government records might then turn to
the Senate - and perhaps the House - to ensure that Congressmen and
Senators follow the same rules as those that are applied to the White
House.

I don't see this as a political debate as much as a matter of legal
interpretation...with a potential future solution.
