Apart from any very special requirements for utilities, your friend might
find it useful to look at a series of three short articles that I will have
published on electronic communications policy (including email policy but not
limited to that, as I believe that there are risks associated with email
policies that are independent of other equally risky communication
technologies).  They will appear in the "Tips and Traps" column of Imaging
Magazine <http://imagingmagazine.com/> in the April, May and June editions.
The series focuses on the distinctions among email policy, electronic
communications policy (ECP) and Net etiquette (netiquette) guidelines and
offers partial checklists for development of ECP and netiquette guides.

I also recommend David Wallace's excellent literature review of email policy,
"Recordkeeping and Electronic Mail Policy: The State of Thought and the State
of the Practice, by David Wallace" that may be found on my website under the
HOT TOPICS/Email section.
