Charlie,
Same problem I faced some time back.  If you have the two-tier shelving I don't
think you can avoid the in-rack sprinklers.  We decided to just go with higher
shelves and a man-aboard picker system.  The cost of the sprinkler system was
just too high.  Even with the in-rack sprinklers you should get an opinion on
the 6" nominal flue that may be needed.  This is the space between the end
boxes of adjacent shelving section.  I don't know if the decked system is
considered "high piled" storage or whatever the terminology is.  Good luck,
