yes political affiliation does matter in primaries, but IMHO that is a party
function not a governmental function. Currently states run the elections for
the parties, I would rather see that parties run their own primaries not the
states. But under the proposed smartcard format the card would still only
let you vote in one primary thus preventing you from voting in the
Republican primary and then running over and voting in the Democratic
primary. In most states IIRC party affiliation is as strong as a wet noodle.
