You might want to pick up a copy of "Unbridled Power: Inside the Secret
Culture of the IRS" by Shelley L. Davis. Ms. Davis was hired in 1988 as the
IRS' historian. Her book published in 1997 provides an interesting insight
into the IRS, records management and the National Archives. Here from the
back cover are few areas covered in the book
A secret plot to destroy presidential tax returns
Botched efforts to computerize and the resulting coverup
Deliberate destruction of self-incriminating records
and much, much more
