Disabling student access is not the answer.  Students have a just as
legitimate need to use the internet as faculty and staff.  It seems to me
that the GRU backup link preformed well.  Sure sites were slow, but I was
able to get what I needed.

I think what is needed is a better way to inform students, faculty and staff
at times when bandwidth needs to be conserved.  I'm guessing that if asked
to on a very occasional basis, students, faculty and staff would curtail
some of their bandwidth usage during outages.
