One of the things I've ALWAYS cherished about you, Hugh is your ability to be subtle...
While this might be a good way to get "the message" across, if folks are SERIOUS about getting the message from this ARMA publication Hugh mentions to their CEOs or CFOs, I'd suggest a bit of up-front work to develop a one page document that highlights the issues covered in it. You won't find people at this level willing to read a 16 page paper on a subject that's foreign to them, irrespective of what scare tactic props you add to "sweeten the pot."
Get their attention and interest piqued first, including an offer of a more complete, comprehensive document that discusses the topic in detail and offer to provide it to them (or better yet, to make a direct presentation of the document) and discuss it with them.
