You are right about the end/beginning of the fiscal year part. I had a very
difficult time with the past two conferences because not only were they at
the end and beginning of the fiscal year, but the conference crossed over
into both. My Resource Management dept did not like that one bit and really
gave me a hard time about it. I almost didn't get to attend because of that
problem. The problem with having the conference at the end of September,is
there's usually no money at that time, and the problem with the beginning is
we don't know if we'll have money. Congress rarely signs the budget for the
Federal Government on time, so it's been a gamble for me more times than
not. The only time I had been approved for confernece and then had it
disapproved was the San Franciso Conference, which was in 1990. That's when
Desert Shield started and all trips were cancelled. Our money was diverted
to the war effort.

Thanks for the clarification, but I suspect that your experience might
be the
exception to the rule. Anyone else from the US federal side with further
information?
My real point is that for years ARMA would schedule the conference on
the
cusp of the end/beginning of the budget or out of the country thus
ensuring the
non-attendance by a large segment of its membership.
IIRC it was either 1990 or 1991 (the San Francisco conference) that ARMA
suffered greatly from the lack of attendance by Federal employees due to
(I think)
a federal budget crisis.
I wonder what percentage of the attendees at the conference are federal
employees?
