I am surprised that the definition of records (as defined in ISO 15489 - Records Management), is not suitable for your requirements. This document clearly defines the terms "document" and "records"....albeit from an RM perspective (ie perfect for our use!!!!!)

My thanks to the list for the wonderful responses I have received to the records vs documents question. I must admit that I am somewhat surprised that we (Records Managers/ARMA) have not created a standard definition to supply to other organizations with an interest in Records Management - such as ISO. To my mind, this just makes good business sense.
So often in the business world, the Records Manager is called in to a project in the 8th or 9th inning, usually when records difficulties are already occurring. It would be nice if we, as an international organization, were a tad more proactive at the 20,000 foot level rather than leaving those in the field to create patchwork solutions. That being said, I have received great comments from the list that I will certainly be able to forward on to our auditors. This list can always be counted on to supply knowledgeable information to those who need it. Thank you again.
