Description of Work
ANTICIPATED VACANCY IN THE ARCHIVES AND RECORDS SECTION. THE WORKING TITLE
IS ASSISTANT STATE RECORDS ADMINISTRATOR. POSITION IS RESPONSIBLE FOR THE
ADMINISTRATION OF THE GOVERNMENT SERVICES BRANCH AND DIRECTING STAFF IN
DEVELOPING AND CARRYING OUT A COMPREHENSIVE RECORDS MANAGEMENT PROGRAM FOR
STATE AND LOCAL GOVERNMENT AGENCIES AND THE COMMUNITY COLLEGE AND STATE
UNIVERSITY SYSTEMS; FOR ARRANGING AND DESCRIBING PERMANENTLY VALUABLE PUBLIC
RECORDS; AND FOR OPERATING A STATE RECORDS CENTER. THE EMPLOYEE OVERSEES
INVENTORYING, APPRAISING, SCHEDULING; AND ARRANGING AND DESCRIBING PUBLIC
RECORDS; PREPARATION OF GUIDELINES AND MANUALS; AND PROVIDING RECORDS AND
INFORMATION MANAGEMENT TRAINING, ADVICE, AND ASSISTANCE TO PUBLIC OFFICIALS
ON ISSUES RELATED TO PUBLIC RECORDS. EMPLOYEE DEVELOPS OPERATING POLICIES
AND PROCEDURES, ESTABLISHES AND MONITORS PRODUCTION GOALS AND STANDARDS, AND
PERFORMS A FULL RANGE OF ADMINISTRATIVE TASKS IN THE AREAS OF PLANNING,
REPORTING, PROGRAM EVALUATION, BUDGET OVERSIGHT, AND PERSONNEL
ADMINISTRATION. SERVES AS A MEMBER OF SECTION MANAGEMENT TEAM. FOR INTERNAL
PURPOSES, MET ESC REQUIREMENT AS OF 11/05/03.

Knowledge, Skills and Abilities

THOROUGH KNOWLEDGE OF PRINCIPLES AND PRACTICES OF ARCHIVES AND RECORDS
ADMINISTRATION AND OF THE LAWS AND REGULATIONS AFFECTING RECORDS-KEEPING BY
PUBLIC OFFICIALS. CONSIDERABLE KNOWLEDGE OF NORTH CAROLINA HISTORY AND
GOVERNMENT. THE EMPLOYEE SHOULD HAVE PROVEN EXPERIENCE IN RECORDS AND
INFORMATION MANAGEMENT ESPECIALLY IN THE AREA OF ELECTRONIC RECORDS; IN
PLANNING AND IMPLEMENTING PROGRAMS; IN WORKING INDEPENDENTLY AND EXERCISING
GOOD JUDGMENT IN DECISION MAKING, IN MANAGING MULTIPLE FUNCTIONS AND
PRIORITIES; AND IN PERSONNEL AND RESOURCE MANAGEMENT. ABILITY TO COMMUNICATE
EFFECTIVELY IN ORAL AND WRITTEN FORM. PROVEN ABILITY TO ESTABLISH AND
MAINTAIN EFFECTIVE WORKING RELATIONSHIPS WITH AGENCY EMPLOYEES, STATE AND
LOCAL GOVERNMENT OFFICIALS, AND THE GENERAL PUBLIC. CANDIDATE IS EXPECTED TO
BE COMPETENT IN USING PERSONAL COMPUTERS AND VARIOUS SOFTWARE PACKAGES
(PREFER MS SUITE) AS WELL AS ON-LINE RESOURCES. PREFERENCE GIVEN TO
CANDIDATES WITH CRM (CERTIFIED RECORDS MANAGER), CA (CERTIFIED ARCHIVIST),
OR CPM (CERTIFIED PUBLIC MANAGER) CERTIFICATION.

Training and Experience Requirements
GRADUATION FROM A FOUR-YEAR COLLEGE OR UNIVERSITY WITH A MAJOR IN HISTORY,
BUSINESS ADMINISTRATION, INFORMATION MANAGEMENT, OR PUBLIC ADMINISTRATION
INCLUDING COURSEWORK IN RECORDS MANAGEMENT AND FIVE YEARS OF PROGRESSIVE
EXPERIENCE IN RECORDS MANAGEMENT WORK INCLUDING AT LEAST TWO YEARS IN AN
ADVANCED OR SUPERVISORY CAPACITY; OR AN EQUIVALENT COMBINATION OF TRAINING
AND EXPERIENCE. PREFER ADDITIONAL DIRECTLY RELATED EDUCATION, TRAINING AND
EXPERIENCE AS SPECIFIED IN THE DESCRIPTION OF WORK AND KNOWLEDGE, SKILLS,
AND ABILITIES SECTIONS ABOVE. INTERVIEWING SUPERVISOR IS CATHERINE J.
