> Duties: Manage records management and records analysis programs for State and local governments, working with agency officials to develop and implement programs; develop and deliver training and/or presentations for records managements and other archival related subjects; and supervise subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance. Ensure that agency and /or state records are properly classified, processed, and controlled. Ensure compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards, and guidelines. Receive, research, and respond to incoming questions or complaints; provide information; explain policy and procedures, and/or facilitate a resolution. Develop and maintain manual or automated records indexing systems, which ensure effective records storage, retrieval and retention of information. Develop or modify rules, policies, or standards, including those regarding electronic record management. Interpret, clarify, explain, and apply agency policy and procedures of records management of all types, business practices, federal or state laws and regulations. Deliver presentations; stand up training, or instruction to staff, management, clients, and/or general public. Job Requirements/Skills: Knowledge of principles, theories, and practices of archiving and records management, applicable laws, rules, regulations, and policies and procedures; research methods, techniques, and sources of information; laws governing access to public and private records (Government Records Access and Management Act); principles, theories, and practices of electronic records management. Effective oral and written communication skills. Ability to work with and gain cooperation of agency officials at all levels of management to improve records management programs. Ability to supervise and management staff efficiently, with ability to problem solve management and project issues, to explore alternatives, and propose quality solutions. Preference will be given to candidates with a Masters in archives and/or records management, history, business management with an emphasis in archival and/or records management theories and principles, or related field; or, a year-for-year substitution of work experience in records management, and to candidates with electronic records management.
