John,

We are looking at this in KY government.  We are
electing a new governor Nov. 4 and are looking at a
change in administrations no matter who is elected.
The out-going governor is the first in KY to serve 2
consecutive terms (there was one who served 2
non-consecutive terms) and the first to really have
any kind of meaningful web presence.  We will also be
looking at major overhaul of the cabinet even if the
same party retains the office.  Like you said, we have
scheduled the records on websites and are developing
guidelines to assist agencies in capturing their
web-based records, but we are investigating trying to
capture some web pages for the historical record.

We have been trying to capture the Governor's website
ourselves using capture tools such as "Web Whacker"
and some others.  We are also considering something
like the federal government attempted when the Clinton
administration left office - trying to get a snapshot
of the "look and feel" of state government (at the
least the Cabinet agencies) at the time of transition.

I really can't provide any more than to say that we
are looking into this issue also, and would appreciate
anything anyone else had to offer.
