PROGRAM TOPIC:  HIPPA CIVIL & CRIMINAL ENFORCEMENT

The presentation will provide an overview of civil and criminal
enforcement of the HIPAA Privacy Regulations, identify the central
"players" in the enforcement process, describe the penalty scheme,
explain the government's approach to enforcement, and discuss voluntary
compliance measures. 

SPEAKER BIO: Mr. Cogan, an attorney at Partridge Snow & Hahn LLP in
Providence, RI, was previously an Assistant Regional Counsel in the
Office of the General Counsel to the United States Department of Health
and Human Services. While at the Office of the General Counsel, he was a
member of its Administrative Simplification Practice Group, which
assisted with the drafting of the final Privacy Regulations and provided
advice to the Department on the implementation of the Privacy
Regulations.
