Costa Rican Ministry of the Environment Chides INCOPESCA
Last October 13, a meeting was held between the Minister of the Environment
Carlos Manuel Rodriguez, Rodolfo Coto Pacheco of the Ministry of Agriculture
and Livestock MAG, Jose Antonio Porras of the Costa Rican Fishery Institute
INCOPESCA, and members of the Sea Turtle Restoration Program PRETOMA, to
discuss the new Costa Rican Shark Regulation. PRETOMA expressed its total
opposition to the new shark regulation, which allows shark fins to be landed
in proportions that are highly discrepant with the best scientific
information available, and because it violates Customs Laws and Ministry of
Public Transportation MOPT Regulations. It was agreed that MAG and
INCOPESCA would respond within a reasonable timeframe. One month later,
MINAE publicly chides INCOPESCA for not responding.

The next day, INCOPESCA defended the new shark regulation, acknowledging
that it is necessary because until November 1, the fishermen had been acting
freely, confirming what PRETOMA has complained about for months: lack of
state controls and freedom to land shark fins without inspections. On the
lack of a response by INCOPESCA to PRETOMA's criticisms, Jose Antonio Porras
said "I really think there has been a misunderstanding, as we were waiting
to be called to another meeting, we didn't know we had to contact anybody".
