Presuming that Don is referring to the "Veil of Secrecy" piece, here's
one anecdote I can share about the Canadian scene: A well-placed
acquaintance who works in a federal government department tells that
when senior bureaucrats in her department receive a request for
information that might be politically embarrassing to the government or
minister, they forward it to the FOI office with instructions to "find"
reasons for rejecting the request.
If true, while not a conspiracy, the practice is none the less
unprincipled and detestable.
