Have a look at 'Guideline no.7 Managing the message' available from NSW
State Records:

It's on informal messages generally, not specifically voicemail, but it
includes and mentions voicemail. It basically says treat each message case
by case, train everyone to recognise when a voicemail might be a record,
and provide them with ways and means of transferring the details into an
RM system (eg make a note for the file).

The NSW Administrative Decisions Tribunal has recently ruled in an FOI
case that recordings (presumably on tape or disc) of police radio sessions
are indeed documents under the FOI Act and must be produced. This also
fits with the NSW Evidence Act, which says (not quite in these words) that
if you can read or understand it, with or without technology, it's a
document for evidenciary purposes.

So IF we have trained our staff to recognise when a voicemail might be a
record, AND provided them with ways and means of transferring the details
into an RM system (eg make a note for the file), then the voicemail
recordings themselves are temporary working copies and can be deleted
routinely. just like IT backup tapes.

 So it comes back to is it a record (content, context)?
