We have roughly 17 records specialists for 690 personnel.  However, if
Shirley can get responses from people in her industry those would be the
most useful numbers.  Comparing across industries may not tell much
unless you set up a grid that shows centralized v. decentralized, number
of offices in the company, what responsibilities records staff have,
etc.
