Oh, I agree with you 100% - but once something has been "regulated" it's
something that ought to still be in your consideration, if nothing else
because others will consider it. But ultimately, your decision rests on
multiple factors which should be documented so when the old regs are
brought up you can explain the changes based on all the factors involved.
Unfortunately history and precedent usually mean we seldom get to start
from a blank slate, as much as we'd like to.

lIf any of the 5 retention policy factors change, an org should look at
all the policies and see which ones will be affected.  In this case, it
is very likely that many retentions can be shortened based on not having
the regulations.  Others can always say this or that, traditionally,
whatever, big deal.  Follow the retention policy matrix and document the
change in policy and why, and the org is covered.
