Lisa, I, too, am reluctant to be the "ultimate" owner of the of Hold
process.
At our firm, the responsibility rests with our Managing Partner and/or
Loss Prevention Partner. I am notified when a hold is necessary, and I
have operational responsibilities to help facilitate compliance with the
hold across the firm, however the official communication comes from the
Managing Partner, not from me. That communication defines the roles and
responsibilities of those affected by the hold, including how I will be
involved, and serves to empower me in their eyes so I can get things
done. (this is basically the same approach I take with most
records-related initiatives here!)
The reason for this at my firm is more cultural than anything else
(partners are more likely to open and read an email from the managing
partner than from the records manager, and will likely take his message
more seriously as well). If I run into issues/concerns, they are
escalated to the Managing Partner for resolution.
