Charis:
I don't know which vendor you spoke with, but basic flatbed scanners
cannot adequately scan negatives of any type.  You would need 1)a device
to hold the fiche (or other negative) on the scanner bed so that the
scan is focused on the image (I have a HP scanner that has such a device
for slides and photo film negative strips), and 2)software that allows
the scanned image to be converted to "positive" so the scanned image
looks like the microfiche image.
