Actually, the California Public Records Act (CPRA0 specifically states: "An agency has 10 days to decide if copies will be provided. In "unusual" cases (request is "voluminous," seeks records held off-site, OR requires consultation with other agencies), the agency may, upon written notice to the requesters, give itself an additional 14 days to respond. (§ 6253(c)) These time periods may not be used solely to delay access to the records. (§ 6253(d))"

We have thirty calendar days, under the California Information Practices Act. The Public Records Act would specify only that they can make a request for the entire file.
We keep the files for current faculty and staff in the departments, with an administrator to ensure appropriate access.

I apologize, let me be more clear in my question. If an employee, wants to see their own file, is there any time frame that the file needs to be turned over to them in a certain period of time, legally?

FOIA is a federal agency requirement; applies only to them. Nevertheless, personnel files are confidential and I would be surprised if any organization would release much content from one.
