Another note on this:

General - refers to things generally, think generic.  The NARA GRS
schedules apply to records most organizations have with retentions that
apply in most organizations.  A non-governmental large organization
might have a general schedule for things like employee applications or
invoices that apply across all business entities and sub-parts.

Master - think organization, think organization-wide.  The master list
for an organization includes everything from soup to nuts, all the
fileplans for all parts of the organization.

This is could be a name issue and they may be the same thing.  

Another guess is that a general retention schedule might outline the
legal
requirements or even include common legal considerations for some
standard
record types.  In this case maybe the Master includes retention periods
which also include operational considerations and acts as the master
schedule in a company which may also have departmental schedule based on
the
master, but which include relevant named examples of the record type
within
that department to improve classification.

I don't know that you'll get a hard and fast answer without more details
to
your situation.
