In addition to Gary's comments, I would add IT'S THE LAW, STUPID!
If a government agency fails to follow the law, what sort of example is it giving ?
If fulfilling its legal mandate is a burden due to lack of staffing (a not uncommon problem), then it's the government agency's responsibility to figure out a solution--one that does NOT include whining.

Government places a lot of requirements (via laws) on the public
(individuals, small businesses, etc.) that are a burden to fulfill, yet
the government requires the public to fulfill those requirements. So
when the requirements are placed by law on the government itself, that
government has no excuse not to fulfill those requirements.

limited ability to respond with only 2 staff. If you argue that it's a
