One of the things I think that is important to understand are some of
the distinctions evolving around use of the term "transparency" by
different stakeholders. Most (such as myself), use it in terms of
governmental or organizational accountability. This also applies to such
organizations as Transparency International, the International Monetary
Fund, and the United Nations, all of which advocate for greater
transparency in the "organizational" or "accountability" sense. The IMF
and the UN, for example, see this as key to the development of mature,
functioning markets in the developing world. Having been involved in a
number of public access committees over the years, its been my
experience that others often mean it to include unrestricted access to
personal information, particularly for members of the press, or
organizations wishing to use that information for marketing purposes. I
really think that the latter usage is an inappropriate usage of the
term, but I have seen it used in such a context. 

Let the buyer beware.
