From my experience in NARA, where I was involved in a couple of major inter-records center transfers, I would recommend against it, for many of the reasons Patrick Cunningham mentions in his post. Primarily, (and contrary to what Pat says - sorry) if you fill the trailer too full of records, you WILL exceed highway weight limits and the trucking company WILL get fined, which isn't good for anybody. Double stacking a 53' trailer practically guarantees that you will be overweight. It would be better to experiment with ways to pack your pallets in a way that allows you to get close to the weight limit of the trailer (which may vary among states on your route) with a single level of pallets - maybe 6 layers of boxes on the pallet rather than 5, or 10 boxes per layer rather than 8, or other variations in what you are doing now.
