I believe these are Android limitations/bugs, not Exchange or ActiveSync
issues.  There have been reports of Android phones not requiring
pin/password policies (i.e. not implementing EAS correctly), then suddenly
activating them after an OS update, and vice-versa.  There is a bit of
variation in ActiveSync support in the Android world right now ;-).
Different model phones seem to vary quite a bit in their behavior.
