This sounds like a situation where redaction is necessary.  Whle the medium is 
audio, technically speaking, if it's digitally stored (an assumption I make here), 
a 3-second chunk of time can be digitally erased.  The problem is just how 
much time and cost is involved and whether companies want to bear it to be 
in compliance with the law.
