I am wondering what you plan on doing about several thousand users who

Take an ad out in the student edition of the Alligator. Or at least get
them to print a small blurb about it.
Once students get use to it, you'll only have a few thousand a year that
will be new to the idea of their password expiring.
This does bring up the question, why isn't there a universal method or
protocol for doing this sort of notification? I assume GatorLink does
PPP. Well, PPP is a nice "carrier" protocol, so there should be some way
of having a message transmitted through PPP before the network connection
is negotiated.
Of course, that requires the end-user has a computer that recoginizes that
message protocol.
