I think it's generally advisable to do a fresh install between LTS releases.  I've never tried the "keep files" option and wouldn't trust it either.  Be sure to backup your files.

I understood the Ubuntu site as saying that the upgrade package would be released several months later. Should the current install package, using the option to keep files, upgrade from 16.04 to 18.04 without backing up and reloading my files?
