The National Archives and Records Administration is accepting applications for the following position under a Delegated Examining Authority. Civil service status is not required to apply. U.S. citizenship is required.

Status candidates who wish to be considered under both merit promotion and competitive procedures must submit two (2) complete applications. When only one (1) application is received, it will be considered under Merit Promotion Announcement #N 01-20.

POSITION: Supervisory Archivist, GS-1420-14 (2 positions)

PROMOTION POTENTIAL: None

SALARY RANGE: $74,697 to $97,108 pa
(*New employees generally start at the minimum rate. Candidates with prior federal service may start at a rate above the minimum.)

LOCATION: NARA, Office of Records Services - Washington, DC, Modern Records Programs, Life Cycle Management Division, 8601 Adelphi Road, College Park, MD. (Relocation expenses will NOT be paid.)

NARA assists Federal agencies in documenting their activities; publishes the Federal Register and other official documents; oversees Federal declassification policies; and makes grants supporting initiatives to document American history.

ABOUT US: The headquarters site for the National Archives and Records Administration (NARA) is a new, state-of-the-art building in suburban

DUTIES: Coordinates, controls and assigns all work of a unit relating to all aspects of records management for assigned agencies such as providing technical assistance on records creation, maintenance and disposition; processing records schedules, appraising records to identify those with archival value, and recommending disposition action; negotiating with agencies to minimize restrictions on access to records; conducting inspections, evaluations, studies and surveys of records and records management programs; providing guidance through publications dissemination and training classes; contributing to the development of government-wide policies and guidance in regulations, bulletins, guides, etc. Coordinates with life cycle control units to ensure appropriate participation in Life Cycle Management Division activities. Develops policies, procedures, and standards concerning the internal operations of the unit. Participates in projects designed for the electronic collection of information on agency records and agency records management programs, including records of continuing value not under NARA's control and the content of records disposition schedules. Maintains liaison with headquarters agency records offices in the Washington, DC area to provide information, assist in dissemination of standards, and help resolve problems. Plans, monitors and reports on unit activities. Performs supervisory responsibilities to include assigning work to subordinates, appraising performance, initiating personnel actions, handling disciplinary actions, and determining training needs.

QUALIFICATIONS REQUIRED: Basic Qualifications -

Candidates must have completed a full 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included 18 semester hours in the history of the United States and/or in American political science or government, and 12 semester hours in any one or any combination of the following: history, American civilization, economics, political science, public administration, or government.

                               OR

Combination of education and experience - at least 30 semester hours which include courses as shown above, plus appropriate experience or additional education.

In addition to the above basic requirements, applicants must possess one year of professional experience equivalent to the GS-l3 level in the Federal service in archival science, or a directly related field of work such as history, that involved the collection, appraisal, analysis, or synthesis of information having historical or archival value.

EVALUATION OF CANDIDATES: If you meet the basic qualification requirements, an evaluation will be conducted to determine if you possess the following knowledges, skills, abilities, and other characteristics (KSAO=s) required for this position. As credit may be given for experience, education, awards, training, appraisals, self-development activities, etc., carefully describe
each as it relates to the position being filled. (Please limit responses to one page per KSAO.)

1. Demonstrated knowledge of archival, records management, and information management principles, concepts, practices, and methods and ability to appraise records to determine which have archival value.

2. Demonstrated ability to accomplish work through the direction of others. (Describe your experience as a manager, supervisor, team or project leader and the functions performed, to include experience in the area of "change management".)

3. Demonstrated knowledge of government records management laws, authorities, and regulations governing the creation, management, and disposition of records, and the role of NARA and other oversight agencies in this process.

4. Demonstrated knowledge of new developments in information management and their implications for agency records programs, particularly as they impact adequacy of documentation and records disposition.

5. Demonstrated ability to communicate effectively, both orally and in writing.
