When can a public document become too public?
The Judicial Conference of the United States, which makes policy for the
federal judiciary, is asking that question -- and the answer it eventually
gives will affect everyone who tries federal cases.
By 2003, a pilot electronic-filing program developed by the Administrative
Office of the U.S. Courts is set to expand from nine courts to most or all of
the 94 districts nationwide. But along with the tremendous gains in
efficiency may come a serious problem of privacy.

animal bones identify her so strongly with New Mexico that her adolescent
years in Virginia tend to get overlooked.
Also largely forgotten is a 1938 exhibition -- her first solo show in the
South -- at the College of William and Mary, where the artist returned to
accept her first honorary degree.

Corruption tribunal given burned papers

THE remains of burned papers allegedly found outside the home of Liam Lawlor,
the jailed Irish politician, were handed over yesterday to the corruption
tribunal investigating his financial affairs.
Lawlor is expected to be released from Dublin's Mountjoy Prison today at the
end of a seven-day sentence imposed for failing to co-operate with the Flood
Tribunal. An Irish Sunday newspaper published copies of the documents at the
weekend claiming that they had survived a bonfire at Mr Lawlor's home in
Lucan, Co Dublin, shortly before he started his sentence.

The federal law may be new, but, for the people who handle our money, client
confidentiality policy has been around for some time, says a local banker.
"Certainly the information we collect (about customers) is kept close to our
chest, so to speak. We don't pass it around freely," said Grande Prairie &
District Savings & Credit Union Ltd. general manager Ken Sutherland.
As of Jan. 1, the Personal Information and Electronic Documents Act, passed
in April, became law for all federally regulated businesses, including
financial, telephone, and cable companies. Under this law, organizations
collecting data on customers and employees must have in place a standard,
documented policy regarding the information it collects and how that
information will be used.

NEWPORT NEWS - More than 10,000 manila folders are packed into a dimly lit
room at what was once Newport News General Hospital -- old medical records
that date back at least 17 years.
As the building's new owners move forward with their plans for the former
hospital, they're giving its patients a chance to recover those pieces of
their medical history. Patients now can call a special phone number to
request their records.
Medical records are important because they cover everything from allergies to
a person's reaction to past treatments, helping doctors treat current
illnesses. Records also can be a valuable tool for future generations because
a number of health problems are inherited.

EDMONTON -- Edmonton biker cops collected valuable intelligence information
on the Hells Angels in a 1997 bust targeting the former Rebels motorcycle
gang, the Sun has learned.
FOUND PHONE LISTS
The outlaw motorcycle gang section of the Edmonton integrated intelligence
unit got their hands on biker phone lists, a copy of the Hells Angels
constitution and a document called "Hells Angels advice to Alberta
prospects," according to court documents filed in Edmonton yesterday.

Former Gov. Cecil Underwood's chief of staff declined comment Tuesday on his
role in the payment of more than $300,000 to senior Underwood aides for
unused comp time and annual leave.
"I need to see what's happened since I've been gone, and determine what plan
of action I need to follow, if any," Jim Teets said Tuesday.
In June, Teets requested an opinion from the state Division of Personnel on
provisions in federal law for paying overtime to salaried employees.

SANFORD -- A SunJet Aviation manager falsified training records for the
pilots who flew the Learjet that crashed in a South Dakota pasture in 1999,
killing golfer Payne Stewart and everyone on board, a Federal Aviation
Administration attorney said Tuesday.
Raymond Veatch told a federal administrative judge that James Watkins Sr.
filed false records about the amount of time he had spent training pilot
Michael Kling and co-pilot Stephanie Bellegarrigue.

Morinville RCMP hope someone recognizes a murdered man who had recent heart
bypass surgery because access to medical records to narrow the search may be
restricted.
"Certainly it's an area (investigators) have been discussing - if there's a
way of determining who's had bypass surgery and if there's a way of checking
those names," said Const. Laurel Kading.
"But the logistics of it may not allow us to do it. With the Freedom of
Information and Privacy Act we don't have access to medical records in that
way. I'm not sure if we can take that road in our investigation."

Two Salt Lake City companies in the fast-emerging field of electronic
signatures and Internet-conveyed records have settled two lawsuits stemming
from allegations of patent infringement and unfair business dealings.
Terms of the settlement between Arcanvs Inc. and Digital Signature Trust Co.
(DST) were not released under a standard nondisclosure clause, said Rob
Brough, a spokesman for Zions Bank, the parent company of DST. The parties
will bear their own costs and attorney fees, according to federal court
orders last month dismissing the cases.

RCMP withdraws appeal of confidential files ruling

The RCMP has mysteriously withdrawn its appeal of a court ruling last month
that ordered it to hand over confidential police files to native Indians
suing the government over alleged abuse at a residential school in B.C.
On the eve of a scheduled appearance in court today to argue why the appeal
should go forward, the Mounties abruptly changed their minds.
"Upon further examination of all the issues . . . we are going to be
withdrawing our right to appeal," said Corporal Grant Learned, a spokesman
for the RCMP in B.C. He said the Mounties will now begin the process of
providing files to the litigants.

YOUNGSTOWN  A Mahoning County Common Pleas Court judge Tuesday granted a
motion by police to allow them to search the phone records of a Girard woman
who was a victim of a double homicide early Monday morning.
Judge Maureen Cronin granted a motion to allow police to examine phone logs
of Margaret Simons, 22, 1064 N. Ward Ave., Girard, who was found shot to
death in a parked car in the driveway of a vacant home on Berwick Avenue.
Also found shot to death in the car just after 1 a.m. Monday was 28-year-old
Antowne Barnett, of 2 Chambers St., Campbell.

be fully scanned in a matter of minutes.

(IDG) -- German and American scientists are working to develop a new
information storage technology using ordinary commercial adhesive tape as a
medium. Private European Media Laboratory GmbH (EML) and Stanford University
have signed a three-year cooperation contract, the EML announced in a
statement Monday. A chief goal will be to work together on the storage
development and EML expects the project to take about five years to develop.

American Indians are in such disarray that a statistical sampling is the most
cost-effective way to determine how much the government owes the Indians,
Interior Department officials have decided.
A final action of former Interior Secretary Bruce Babbitt was approval of the
sampling plan, projected to cost up to $70 million.
