Michael,

This issue of who owns and directs the Association is critical to the future
of ARMA International. The leaders must be in tune with the members, or they
will loose any real mandate to lead. Of course, you do not need a mandate to
command. (Woops, there I go with that sarcasm again! Sorry Chris.)

Non-profit Associations exist specifically for the benefit of members. It is
remarkably condescending to create strategies and initiatives without
significant member input, when the members rely on the Association for
assistance in setting personal professional goals, educational resources
relevant to their careers, and models of professional practice that are
meaningful in their work settings. ARMA members need ARMA International's
programs and strategies to "make sense" to them personally and also be
credible to the organizations that will often be paying for their continuing
education.

The leadership must set Priorities that are Member-Support-Oriented, or face
what I witnessed during the 1980's with the Data Processing Association -
the death of an Association. They went from 50,000-100,000 members in the
early 80's to eventually dieing out and being merged with another
association in the early 1990's, despite being an association that was
probably 30 years old. I was a DPMA Chapter president and a member for a
decade. But noone could save the association, because the leadership failed
to understand that most of their members were not seeing themselves as Data
Processing Center Managers any more. They were becoming MS certified network
architecture specialists, Web page designers, CIOs, or just remaining even
more dedicated programmer/analysts. While DPMA leaders continued to see the
members as all having the goal of being a Data Processing Center Manager,
the members slowly went to other associations that met their real on-the-job
needs. I still remember the death of the chapter. DPMA was down to about
7,000 members, but the chapter had $10,000 in the bank, and had to spend it
or just return it to HQ. So, we had a BIG PARTY and disbanded the chapter,
because noone wanted to be the leader of a chaper in a dead association that
had lost touch with its members.

ARMA is not headed in the direction, I believe, because there are a lot of
concerned individuals that are going to make it work - realistically for
them and their professional associates.

John, very well put.

The Pacific Region (formally Region VI), at a leadership conference in 1995
had our Region Vice President (Linda Masquefa) put an item on the agenda to
allow the membership to elect the officers who run the association.  She
personally was not in favor of the idea, but expressed to the group that it
was her duty to represent the region and it's wishes to HQ.  She placed the
matter on the agenda and we now have the ability and responsibility to
elect those who run the association.

To show you how things can change and why I never give up.  Also at the
conference was former Secretary/Treasured Michael Flanagan, as our HQ
guest.  He told the group that we did not have voting rights in the
association because the general membership did not posses the
qualifications to select the leadership of the association.  My response to
him was that if I could cast a vote for the most powerful person in the
world, but not for those who run our association, how could he consider me
qualified to even be an ARMA member?  (It's the membership, stupid.)

Bottom line, we didn't give up, we fought long and hard to earn the vote.
Let's use that vote to direct who and how we want our organization run.
I'm glad someone like Juanita Skillman is encouraging members to vote and
is making the positive effort to communicate with the membership.  I feel
that she is a member first and realizes that the purpose of the BOD is to
serve it's members.

Stephen,

No politics at all. There are valid reasons to vote for either candidate.
Just understand the issues clearly and exercise your right to vote, that's
all. It would be ludicrous for ARMA to suggest that candidates have
"positions" that are not significantly different. If that is the case, why
have an election?

What my message shows is that the Board of Directors becomes insulated
against input other than what is presented them by ARMA HQ in preparation
for BOD meetings. Occasionally they need a "wake-up call" with direct input
from a variety of members. I was telling the leadership for some time that
the SIM/SII program and concepts were not being well received, and I
believe
they saw me as simply being negative. The conference gave a clear
indication
that this was not simply my opinion.

My encouragement to vote is simply to get people involved, so that there
are
no "hanging chads" left afterward.

Regarding the statement in your e-mail that "my original questioned posted
on the Forum was that Board members were specifically making presentations
about SII and that questions were raised then about SII. So once again
(paraphrasing myself) are ARMA/SII Board members making presentations about
SII at Regional Leadership Conferences this year."

Here is an excerpt from an e-mail I recently sent to the other Region
Managers about the July 12-13 SE Region Leadership Meeting in Memphis,
Tennessee:

"We had our Region Leadership Conference in Memphis two weeks ago, and for
the most part, everything went well. ...

However - I think that Gisele Crawford and Claudette Samuels, our attending
Board members, got a real eye-opener when it comes to the negative
perception in the ranks about SIM/SII and ARMA's dues increase. What was
supposed to be a one-hour presentation on SIM by Gisele, created
"discussion" that consumed all of the first morning as the attendees asked:

1) Why is ARMA pursing SIM when it does not affect our jobs in any way we
can see for the near future?
2) What is this situation where ARMA wants to recommend that CEOs hire
"certified SIM" professionals, as that competes directly with us talking to
our own CEOs?
3) Why can't ARMA concentrate on offering us the educational support
programs we need?
4) Is this dues increase just to pay for the SIM stuff?
Etc. Etc. Absolutely no one wanted ARMA to agressively pursue SIM, while
Gisele tried valiantly to explain SIM in a better light, not seeming to
realize that they simply do not want SIM and do not identify with it. They
really don't seem to be very receptive to being told that it will have
advantages for them "some day."

Get the picture? Gisele was just trying to present SIM in a positive light.
However, as the members really begin to understand this stuff they become
increasingly disenchanted with what they think ARMA is doing/not doing
regarding these issues. There are now several letters from a number of
chapters being sent to the BOD and leadership telling them to please wake
up
and fundamentally address these issues by RE-PRIORITIZING RIM relative to
SIM/SII activities within the Association.

Probably the most important election in ARMA's history is occuring right
now. I sincerely hope that everyone has voted.

Thank you for responding to the various issues that have been raised here
on
the listserv. What concerns me is the issue of an electronic records
certification. I will have to disagree with your statement concerning the
desire for an electronic records certification. I have searched the
listserv
archives back two years, the current version of the ARMA Forum back 1 year
and I can only find references within the last 3 to 6 months discussing
this
issue on the listserv and nothing on the Forum.

I believe that this certification is like saying that email is to be
handled
differently from other records. I would like love to see some of the data
supporting this groundswell of interest in an electronic records
certification.

I have no problem with brokering agreements when that is how they are
presented in an upfront manner. The Agreement with Commonwealth is great
because they offer great products. However out of the blue comes this
announcement about an agreement with the Privacy Council which is a
for-profit consulting firm. And yet there are older more established
organizations out there with great credibility with whom ARMA could partner
with eg The Electronic Privacy Information Center (EPIC
http://www.epic.org/). I may not always agree with everything they do, but
they are in the forefront on issues related to electronic privacy.

I do find it interesting that the founder and CEO of The Privacy Council -
Gary Clayton - is also one of the keynote speakers at this year's
conference
(Tuesday Oct 1) (http://expo.arma.org/keynotes/index.htm) How is this
related
to the brokering agreement?

Once again Thank you Juanita for answering the questions. It is nice to see
ARMA utilizing the listserv for communicating with the membership.

Now I must hie myself off to bed as 3:30 a.m. EST comes real fast along
with
the 3 hour commute to DC
