You can use the program ADJ2NEG which is available at
http://www.sfu.ca/~richards/
Just click on the "Utility Programs" that appears in the list on the
left side of the screen.
Then click on "ADJ2NEG" to see liinks to the program and a pdf file of
documentation.
"NEGOPY-style files" are edge lists.
While you are there, you might also have a look at NEG2ADJ which
converts edge lists to
adjacency matrices
