All,

Due to a family move, we have a position opening at West Point for a Reading
and Study Skills Instructor.  Specifically, were are looking for someone to
be our Reading Efficiency Course Director.  The announcement is attached
below.

Please note that the salary listed is the starting salary of $41,497 and the
earning potential to $53,946. Unless you are already a Federal Civil Service
Employee at the GS-9 level higher than a Step 1, the starting salary is $41,
497 and is non-negotiable.

selected for this position will be provided information on the provisions of

Duties:         Performs instructional duties in the Reading and Study
Skills Center, Office of the Dean, United States Military Academy. Instructs
cadets, staff, faculty, and other authorized personnel in reading and study
skills. Develops lesson plans and materials. Utilizes computers for
instructional purposes. Tests and evaluates student performance. Instructs
within the established framework for courses.



Qualification Requirements:     BASIC REQUIREMENTS: (a) Degree that included
or was supplemented by major study in education or in a subject-matter field
appropriate to the position; OR (b) Combination of education and experience
- courses equivalent to a major in education, or in a subject-matter field
appropriate to the position, plus appropriate experience or additional
course work that provided knowledge comparable to that normally acquired
through successful completion of the 4-year course of study described in
(a).

ADDITIONAL REQUIREMENTS: In addition to meeting the basic entry
qualification requirements, applicants must have two years of progressively
higher level graduate education leading to a Master's degree, OR Master's or
equivalent degree, OR one year of specialized experience equivalent to at
least the GS-07 grade level. Specialized experience: Experience that
demonstrates knowledge, skills, and abilities to provide instruction in
reading and study skills, develop lesson plans and instructional materials,
evaluate student performance.



Selective Placement Factors/Knowledge Skills and Abilities (KSA's):
Candidates will be rated on their possession of the following knowledge,
skills, and abilities. Candidates must address each of the KSAs specifically
on plain bond paper and submit it along with the other application
materials. Information may include experience, education, training and
awards as it relates to each KSA. Since you will be rated based on your
possession of the KSAs listed in this announcement and a ranking
determination made which affects your chances for employment, it would
benefit you to provide your responses to the KSAs on a separate sheet of
paper and submit it with your application.

KSA 1: Skill in curriculum design.
KSA 2: Knowledge of professional techniques used to assess curriculum and
student performance.
KSA 3: Skill in instructing classes.
KSA 4: Knowledge of professional techniques used to counsel students.



Standard/Other Requirements/ Instructions on How to Apply:       1.  Failure

3. Temporary Duty (TDY) is required.
4. Permanent change of station (PCS) funds will not be authorized.

participate in Direct Deposit/Electronic Funds Transfer within 60 days
following the effective date of that action.

BASIS OF RATING: Basic eligibility will be determined by assessing the
candidates background against the appropriate OPM Qualifications Standard to
include any selective placement factors. Candidates will be rated based on
an evaluation of the extent and quality of their experience, education, and
training as provided in their Resume. Candidates who meet the Basic
Qualification Requirements will be further evaluated on the skills they
possess or the extent and quality of skills that are directly related to the
job duties as described in this vacancy announcement.

SPECIAL PRIORITY CONSIDERATION UNDER THE INTERAGENCY CAREER TRANSITION
ASSISTANCE PLAN (ICTAP). If you are a displaced Federal employee, you may be
entitled to receive special priority consideration under ICTAP. (Note:
Eligibility expires (a) 1 year after separation; (b) 1 year after an agency
certifies that an employees compensation has been terminated and the
individual cannot be placed at the agency; (c) 1 year after an employees

time limitations; (e) when an employee no longer meets the eligibility
