The way that I understand is that it shows the strength of the lines (edges).
For example, in the attached file (UCINET format), there are 5 individuals with relations. The relationships are simmetry. If you visualize this with "Netdraw" (in UCINET version 6), you will see a picture (omitted). There you can reasonablely assume that B has a better position in this relationship configuration (you can use a proper measurement). Now, if you want to know which has the utmost importance among the edges, and want to measure, linegraph of the original matrix would be helpful. As Urlik suggested, you can apply centrality with the linegraph (that you got from the test file), and see the line between 3-2 is the most central one (that is, the edge connecting 3 and 2). This can be seen again from the visualization of the linegraph matrix (use Netdraw) though it is not clear with eyes.
