As often is the case, there are value issues being hidden behind
seemingly functionalist and technical language. In this case, what does
"should" mean? Does it mean in order to maximize the utility of the
army as a mechanism to destroy other societies and people in response to
the wishes of the commanders? Does it mean maximizing the ability of the
soldiers to take independent action to create a decent world, even if
that involves defying the wishes of the commanders?
Or what?

Dear Socnetter,
Many questions I do have with regards to Network analysis. Yet I would
like to invite all of you to respond to my following concern. I have
some research interests in investigating (a) whether specific army
departments should cooperate (intra organizational) and with (b) whom
they should cooperate (or not). Let's assume that the Special Forces
should choose with whom they cooperate? What is the decision making
process (cf. what motivations should support this process?) , and how
should they approach such departments? In addition, are there any
specific off-the-self approaches which "prescribe" how a specific
department establish relationships and how their decision making
process
and information flows?
I know that these questions are quite diverse. However, I would like
to
ground some assumptions. All suggestions and comments are more then
welcome.
