The National Archives and Records Administration is accepting
applications for the following position.  You must be a United States
citizen to apply.

POSITION: Management and Program Analyst, GS-343-12

PROMOTION POTENTIAL: None

SALARY RANGE: GS-12: $61,712 pa to $80,222 pa
(*New employees usually start at the minimum salary rate.  If you have
prior Federal service, you may start at a higher rate.)

NARA's MISSION: The National Archives and Records Administration
(NARA), ensures ready access to the essential evidence that
documents the rights of American citizens, the actions of Federal
officials, and the national experience.  An independent Federal
agency that manages and holds the records of all three branches of

government and make transparent the story of the American people,
including our successes and triumphs and blemishes and failures.

ABOUT US: NARA is a recognized leader in fields from document
preservation to electronic records, making it a vital and interesting
place to work. At more than 30 sites across the country - regional
archives, records centers, Presidential libraries, and three major
buildings in the Washington, DC, area - NARA safeguards and makes
available millions of records in a variety of media ranging from the
Declaration of Independence and Constitution to rapidly increasing
numbers and types of electronic files.  Each year we welcome nearly two
million visitors to our exhibits and serve the needs of thousands of
researchers.  We help Federal agencies documenting their activities;
publish the Federal Register and other official documents; oversee
Federal classification and declassification policies; and make grants
supporting initiatives to document American history.

The National Archives-Rocky Mountain Region is located in the Denver
Federal Center (DFC) in a western suburb of Denver at the base of the
Front Range of the Rocky Mountains.  The DFC is a secured facility that
is home to some 27 federal agencies employing over 6,000 people.  The
DFC has free parking, a child care center, a fitness center, jogging
paths, credit unions, cafeterias, and wildlife.  Many restaurants are
near, as are major shopping areas.  The DFC is easily accessible by car
or bus from a major east-west freeway or Interstate 70, the primary
route to mountain recreation areas.

DUTIES: Provides assistance to Federal agencies in the management of
their records in all formats and media.  Interviews agency officials in
Information Resources Management, Records Officers and Program Official
to obtain facts regarding the development, implementation and
administration of the Federal governments' various records management
programs to identify weaknesses or areas for improvement.  Participates
with archivists and analysts, in evaluating or reviewing records
management programs, within Federal agencies to ensure that information
is adequately and properly maintained in organizations and that
dispositions for Federal records are established.  Prepares
correspondence, project status reports, and final reports as assigned
or required to complete project assignments and maintains an automated
project control spreadsheet as necessary.  Develops technical portions
of standards and disposition schedules for that media in the Federal
government. Provides technical advice and assistance to agency
personnel and government-wide agencies on electronic record keeping and
various records management and programs and practices in general.

QUALIFICATIONS REQUIRED: To be considered for this position at the GS-
12, you must have 1 year of specialized experience at least equivalent
to the GS-11 in the Federal service.

Specialized experience is experience which shows you have the
knowledges, skills, and abilities to perform the duties of this
position successfully.  This type of experience is generally obtained
from having worked in a position similar to the position being filled.
Examples of specialized experience include performing duties involved
in planning, organizing and leading analytical projects; knowledge of
regulations, policies and procedures that govern the management of
records in all formats and media; and ability to produce clear and
understandable reports, correspondence, studies, evaluation reports,
presentations and briefings.

EVALUATION OF CANDIDATES: If you meet the basic qualification
requirements, we will evaluation your application against the
knowledges, skills, abilities, and other characteristics (KSAO's)
required for this position.  This evaluation determines which
candidates will be referred to the selecting official for final
consideration.

On plain paper, list each of the following KSAOs separately and explain
how your experience, education, training, self-development activities,
appraisals, awards, etc. relate to each KSAO.  Please limit your
narratives to one page per KSAO.  KSAO summary statements that address
all KSAOs together are not acceptable. To be considered for the
position, you must submit narrative KSAO statements with your
application package.

1.      Demonstrated knowledge of the principles, practices and technologies
of records and information management, including regulations,
guidance or instructions to evaluate records, prepare records
disposition schedules and advise organizations or offices on record
management programs.

2.      Demonstrated ability to communicate effectively both orally and in
writing to accurately adviser and assist all levels of agency
management and produce clear and understandable correspondence and
reports.

3.      Demonstrated ability to plan, initiate, coordinate and execute
records management studies.

4.      Demonstrated knowledge of computer technology to plan and develop
agency standards and guidelines on electronic record keeping
systems.
