On Linux/Unix, I use xfig for this; on Mac OS X, I use OmniGraffle.
Each of these are free on their respective platforms, and are pretty
easy to use.  jfig is a Java-based version of xfig that is
platform-independent, so you can use it pretty much anywhere.
