In a paper in AJS (2004, I think), on "structural holes and good ideas", Professor Ron Burt says that he used a web-based tool (he collected data with supply chain managers) and his famous ego-network approach seems to be close to what you're looking for.
I'm very likely to finish my PhD on how personals networks help French engineers gathering political and technical resources in R&D units. It's based on a quantitative study using ego-network data (measuring tie strength, Burt's constraint and alters' attributes). With a colleague (an informatician), I developed a PHP solution connected to a SQL database. But I don't know how transferable it is, since... I'm not the informatician one (we did not conceive it to be reusable in various research context, we rather conceived it as a "one-shot" solution, but I'll ask my colleague).
Actually, the most complicate thing was to build an effective name generator and also to conceive the mean to collect data on "alter to alter" relationships, in order to compute Burt's constraint.
