Since there has been little bite in the HEA----

Think about how we might be able to turn around such a recommendation to
our advantage?  This could really be good news for learning assitance.

 Federal Panel on Higher Education Appears Likely to Call for Testing of
College Students

  America's colleges and universities will not remain the best in the world
if they do not become more efficient, more accessible, and more accountable
to parents, students, and taxpayers.

  That was the message out of the second meeting of the Secretary of
Education's Commission on the Future of Higher Education, which began on
Thursday in Nashville and continues today.

  From the start of Thursday's five-hour session, it was clear that the
commission would not be satisfied with the status quo. The panel of invited
speakers and commission members was unsparing in its criticism of academe,
calling colleges complacent, resistant to change, and sometimes downright
lazy.

  As the commission's chairman, Charles Miller, put it, "We would not be
here if there were not a lot of things to question."

  The Bush administration created the commission this year to devise a
"comprehensive national strategy" on higher education's future
(<http://chronicle.com/weekly/v52/i06/06a02902.htm>The Chronicle, September
30). Exactly how the commission will seek to reform higher-education is not
yet clear. However, it seems increasingly likely that it will propose
standardized testing of college students.

  Mr. Miller, a private investor and former chairman of the Board of
Regents of the University of Texas System, stopped short of saying that the
commission would push for testing for all students; however, he did say
that the commission might propose making an institution's eligibility for
federal student aid conditional on such testing.

  "We're looking for leverage points," he said. "Funding is one,
accreditation is another." He said that colleges that did not want to
participate in testing would have a simple choice: "Don't take the money."

  The most likely model for such a national test of students appears to be
the Collegiate Learning Assessment, which has been used in a Texas
accountability system that Mr. Miller developed as chairman of the
University of Texas regents. Mr. Miller invited Geri Malandra, the Texas
system's associate vice chancellor for institutional planning and
accountability, to speak at Thursday's meeting.

  Ms. Malandra said that higher education "is at a pivotal point."

  "We can take the initiative to explain our outcomes," she said, "or it
can be done to us."

  Meanwhile, several speakers endorsed the Education Department's
controversial proposal to create a "unit record" data system. Critics fear
the data-collection system, which would contain students' Social Security
numbers and other individually identifiable information, would risk
compromising students' privacy.

  But Grover J. (Russ) Whitehurst, director of the Education Department's
Institute of Education Sciences, said that there was "nothing exotic" about
such a system -- the federal government already maintains a database of
information about student-loan recipients, and the National Collegiate
Athletic Association has a similar system, he said. He noted, however, that
the unit-record system would be a burden for smaller institutions, and
proposed instead an "education bar code" for students. Students would apply
for a bar-code identifier through a Web site, and any personally
identifiable information would be kept separate from the bar code, he
suggested.

  The hearing also focused on nontraditional students, such as older
students taking continuing-education courses, and discussed ways to make
higher-education more responsive to their needs. Peter J. Stokes, executive
vice president of Eduventures, a Boston-based market research firm, urged
the commission to "help administrators see their continuing-education units
as more than cash cows." He accused traditional colleges of mounting a
"disinformation campaign" to discredit online learning, and said the
commission "could do a great service by disseminating the facts."

  "Higher education is a mature industry that is not paying attention to
the marketplace," he said.

  But Robert Zemsky, chairman of the Learning Alliance for Higher
Education, a consulting group at the University of Pennsylvania that serves
college leaders, cautioned against overstating the role that for-profit
institutions play in educating students, noting that many of the students
included in tallies of online learners are actually traditional students
taking a single online course.

  On the issue of affordability, commission members appeared to agree that
colleges cannot expect a windfall from federal and state governments, and
that academe must look to other sources of income, including the private
sector.

  "Shouldn't we at least look toward attracting a larger set of new
investors and risk-takers and profit-seeking capitalists to higher
education?" asked Mr. Miller.

  Some speakers, however, were wary of relying too much on private support.

  "The corporate world does not know how to fix all the problems in higher
education," said Charles M. Vest, president emeritus of the Massachusetts
Institute of Technology. "There are no magic bullets that just because you
came out the private sector, you can accomplish."

  And Charlene R. Nunley, president of Montgomery College, a two-year
institution in Maryland, said she doubted that community colleges would be
"effective in the capital market.
"
  "Please don't leave the community-college perspective out of this
discussion," she said.

  The commission's next meeting is scheduled for February in San Diego.
