25x'25 Forms Sustainability Work Group 

The 25x'25 steering committee has formed a work group that will provide
a forum to address the topic of sustainability, identified by Alliance
members as a top priority. The group will comprise representatives of
the following organizations: National Corn Growers Association, National
Association of Wheat Growers, American Soybean Association, American
Farm Bureau, Forest Resources Association, Society of American
Foresters, Agenda 20/20, Pinchot Institute, National Wildlife
Federation, Environmental Defense, American Farmland Trust, National
Association of Conservation Districts, Renewable Fuels Association,
National Biodiesel Board and National Association of Counties. The first
meeting of the work group has been tentatively scheduled for
mid-September in Columbus, Ohio. Steering Committee Co-chair Bill
Richards will host a tour of his sustainable farming operation in nearby
Circleville as part of the inaugural meeting.

 
National Goal Resolution Efforts Shift to Home States

Congress wrapped up work last week and headed to their home districts
for the August recess, not to reconvene until after Labor Day. For the
coming month, outreach efforts to advance the 25x'25 national goal
resolution will shift from Washington, DC, to congressional districts as
25x'25 Alliance partners talk with their members of Congress about the
25x'25 resolution and the need for an aggressive goal that will help the
nation define it's new energy future. 

The national goal resolution has made considerable progress to date,
navigating the sometimes arduous legislative process. The measure was
unanimously adopted by the U.S. Senate on June 15 and is moving through
the House of Representatives by way of three committees. H. Con. Res. 25
was adopted by the House Agriculture Committee on May 15, wasdischarged
by Natural Resources Committee soon thereafter, and is still pending in
the Energy and Commerce Committee. Although the 25x'25 resolution was
not included in the recently passed House Energy Bill, sponsors are
expected to ask the House to recede in conference and accept the
Senate's position on the 25x'25 goal. 

Kentucky Grant Will Help Support State Alliance Activities

 On July 31, the Kentucky Governor's Office of Energy Policy awarded
$309,000 in grants to the University of Louisville and the Kentucky
Pollution Prevention Center (KPPC) for energy efficiency and renewable
energy initiatives. 

"The University of Louisville has a leadership role in energy efficiency
and renewable energy, and is commended for its role in developing
opportunities to use our available resources to meet our future energy
needs," said Governor Ernie Fletcher, who endorsed the 25x'25 Vision in
August of 2006.

The grant will, in part, provide funding for KPPC's participation in the
Kentucky 25x'25 Roadmap initiative. This initiative will systematically
develop a plan that supports the national 25x'25 goals and policies
while strengthening Kentucky's economy, diversifying its energy
resources and providing new opportunities for all Kentuckians.

The Kentucky Rural Energy Consortium (KREC), which is administered by
KPPC, serves the role as the Kentucky 25x'25 State Alliance and will
take the lead in public outreach and education about 25x'25 goals and in
exploring ideas and opportunities for securing Kentucky's energy future.
KREC will sponsor three Kentucky 25x'25 town hall meetings to be held
across the state in August, September and October. The public will be
invited to voice their concerns, ideas and perspectives on renewable
energy development and environmental issues.

25x'25 Outreach Activities Keep Steering Committee Members On the Go

Members of the national 25x'25 Steering Committee continue to promote
the opportunities of a 25x'25 energy future and engage in substantive
discussions about renewable energy at venues across the country. The
following is an update of some recent activities: 

Dr. Duane Acker, President Emeritus of Kansas State University and a
member of the national 25x'25 Steering Committee, was recently honored
by the National Association of County Agricultural Agents, who presented
Acker with the Service to American/World Agriculture Award. Acker used
the occasion to tell the assembled agents that "the economic security of
this country will depend in large part on moving the broad agricultural
industry, including forestry, from food, feed and fiber to food, feed,
fiber and fuel ? and, in doing so, achieving an extraordinary increase
in per acre yields of grain, forage, and timber." He said that though
cellulosic conversion to ethanol and other fuels will become economic,
and wind and solar farms will increasingly dot the landscape, these
rapidly developing sources will not fully accommodate the need." Acker
said the speed by which new grain production technology is implemented
must be increased for dedicated energy crops. However, American
agriculture must "accommodate at reasonable cost the food and feed needs
of this country" and "soil and water management and crop production
practices must advance to meet the needed renewable share of
transportation fuel."

Steering Committee member Bill Horan and Bill Eby, 25x'25 media support
staffer, attended the annual Agricultural Media Summit in Louisville,
KY, last week. The summit is staged jointly by the American Agricultural
Editors Association, the Livestock Publications Council, the American
Business Media Agri-Council, plus the Agricultural Communicators of
Tomorrow and the Agricultural Relations Council.The two 25x'25
representatives spent two days meeting with many of the more than 400
participants in this annual gathering of editors, writers,
photographers, publishers, student communicators, advertisers, vendors
and others related to crop and livestock media coverage across the
country. They also manned a booth at the AMS "Info/Expo," a trade show
staged at the summit featuring more than 100 agriculture seed companies,
manufacturers, service providers, government agencies and other
enterprises related to agriculture. 

Horan and Eby also met with top editors from Farm Progress, DTN, Farm
Journal, Drovers and the High Plains Journal. Among the topics discussed
were the role of corn as a transitional feedstock in the evolution of
ethanol and cellulosic feedstocks; the viability of new technology and
its attending research; and the role of mainstream media in
characterizing various renewable energy technologies and countering
misperceptions perpetuated by the mainstream media. Also addressed were
a number of concerns held by the cattle industry about the impact of
corn ethanol production on feed prices.

Steering Committee member Mike Bowman represented 25x'25 at several
events in recent weeks, including a Congressional Quarterly-sponsored
energy roundtable in Cheyenne, WY. The summit featured members of the
congressional delegation and the state legislature, along with
representatives from energy, outdoor and business interests. Bowman also
attended the 17th Annual Pacific Northwest Economic Region Summit in
Anchorage, AK, where topics of discussion ranged from sustainability to
electric transmission. And he recently co-authored a guest commentary
that appeared in the Denver Post. The op-ed piece noted that rural
communities in Colorado and across the West are seizing the
opportunities of emerging 21st century economies and technologies to
produce not only much of the nation's food, but also much of the
nation's electricity, through the potential of biofuels, wind and solar
power.

Steering Committee member Bruce Arnold recently represented 25x'25 at
the Great Green America event at the Pennsylvania Renaissance Faire, and
served on a panel at Penn State University in State College where he was
involved in developing concepts of renewable energy issues as part of a
new strategic plan in the Agriculture Department and School of Forestry.
Arnold also participated in a town meeting held by ConocoPhillips in
Wilmington, DE, where spoke about 25x'25 and about cellulosic biomass
energy opportunities, in particular.

Arnold and fellow Steering Committee member Allen Rider will be
representing 25x'25 at Ag Progress Days, Pennsylvania's largest farm
show, at Penn State on August 15. Both will be speaking at a press
briefing on the state's renewable energy potential under a 25x'25
scenario.

NATIONAL POLICY UPDATES

House Adopts Energy Legislation
The House this weekend passed energy legislation that sets a 15-percent
renewable portfolio standard by 2020 for investor-owned utilities and
repeals an estimated $16 billion in tax breaks for the oil industry,
with some money going for research grants and renewable-fuel projects.
The measure also calls for energy efficiency standards for appliances
and government buildings, and specifies target efficiencies in power
grids. Up to four percent of the renewable portfolio standard can come
from efficiency measures under the bill. And the measure also contains
billions of dollars in incentives for production of electricity from
renewable power resources, including wind, solar, geothermal, hydropower
and biomass, extending renewable energy production tax credits worth
some $6.6 billion through 2012. The tax legislation also provides tax
credits for installing E-85 pumps and funds new research on capturing
carbon emissions from refineries and coal-burning power plants, and
provides for clean energy technology training for future workers. The
tax portion of the legislation also incorporates provisions from the
farm bill recently adopted by the House that invests more than $2.5
billion to help rural communities, farmers, ranchers and small
businesses by reducing their energy costs through energy efficiency and
promoting renewable fuels, including cellulosic ethanol and biodiesel.

The underlying energy policy bill, HR 3221, was adopted, 241-172. Later,
the House passed the tax package, HR 2776, by a vote of 221-189, and
then added it to the policy bill. The energy bill must now be reconciled
in a conference committee later this year with an energy measure passed
by the Senate in June, HR 6. Unlike the House bill, the Senate measure
does not include any tax provisions. However, the House bill, unlike the
Senate measure, does not include a renewable fuels standard mandating
increased biofuels consumption, and higher efficiency standards for cars
and light trucks. The White House has threatened to veto the
House-passed legislation, contending the funding measure unfairly
targets the oil industry and does nothing to boost oil and gas
production.

Lieberman, Warner Introduce Climate Change Legislation

Sens. Joseph I. Lieberman, (I-CT) and John W. Warner, (R-VA), the
chairman and ranking minority member of a Senate Environment
subcommittee with jurisdiction over climate change issues, introduced
legislation last week that proposes a cap on carbon dioxide emissions
and would create a carbon trading program. The measure draws from four
bills already introduced, has been praised as a "breakthrough" by Senate
Environment Committee Chair Barbara Boxer (D-CA) and is expected to be
taken up by the Senate shortly after Congress returns from its August
recess.

 The Lieberman-Warner bill places a more stringent cap on emissions than
other legislation previously introduced in the Senate, but does not
limit the price on emission credits. The measure calls for a 10-percent
reduction in emissions below current levels by 2020, and a 70-percent
cut below current levels by 2050. Boxer called the bill "an excellent
starting point for the committee."
 
The proposal also offers a an emergency escape for polluters should
carbon prices lead to market volatility, but foregoes an automatic price
trigger, instead setting up a Federal Reserve-style Carbon Market
Efficiency Board that could implement cost-relief measures if the price
of a cap-and-trade program exceeded expectations. Essentially, the board
could adjust the short-term cost of the program by distributing extra
emission permits to businesses, while ensuring that the cap on pollution
remained the same over the long term. It also could expand the ability
of individual companies to borrow emissions allowances and repay them in
the future.

Michigan Enters Race to Convert Wood to Ethanol
Back on July 12, we told you of plans to build the first commercial
plant in the United States to convert wood into ethanol in Georgia. Now,
another contestant has entered the race to be the first wood-to-ethanol
plant. Michigan Governor Jennifer Granholm recently announced that
Mascoma Corporation plans to build a commercial plant in that state that
will convert wood chips and other non-food agricultural products into
ethanol. The Mascoma process involves breaking down the biomass to free
its sugars, and then fermenting the sugars into ethanol. No timeline has
been announced for Mascoma's proposed plant, but Gov. Granholm says she
wants the facility to be the first commercial-scale wood-to-ethanol
plant in the country.

In early July, Range Fuels Inc. was awarded a permit by the State of
Georgia to build a plant that will gasify wood waste and then convert
that "synthesis gas" into ethanol. The company plans to break ground
this summer on the first phase of the plant, which will produce 20
million gallons of ethanol per year when it starts production in 2008.

The world's first commercial wood-to-ethanol plant just started
production in Osaka, Japan. Verenium Corporation is licensing
fermentation technology developed at the University of Florida for use
at the plant, which can produce 370,000 gallons of ethanol per year.
Verenium also operates a pilot-scale plant in Louisiana and is building
an adjacent demonstration-scale plant that will be designed to produce
1.4 million gallons of ethanol per year. Construction of that facility
should be complete by year's end.

Plant Producing Cellulosic Ethanol from Citrus Peels Planned in Florida
Citrus Energy LLC and FPL Energy LLC plan to build a plant to convert
citrus peels into ethanol. FPL Energy announced last month that the two
companies have agreed to build a commercial-scale ethanol facility on
the grounds of a Florida citrus processor. The facility will produce
four million gallons of ethanol per year. 

"FPL Energy is delighted to be working with Citrus Energy on this
exciting new project to produce a clean, affordable, and
domestically-produced biofuel utilizing Florida's existing citrus
industry infrastructure and bringing new jobs to rural communities,"
said Mike O'Sullivan, senior vice president of development for FPL
Energy. 
 
"Citrus Energy's mission is to develop fuel ethanol that minimizes
environmental impact and cost by using citrus waste and other biomass.
FPL Energy, as the largest renewable energy generator in the U.S., is
the ideal partner," said David Stewart, president of Citrus Energy. 
 
FPL Energy said that ethanol from citrus peel could result in a new
Florida industry producing over 60 million gallons of fuel per year,
which could replace about one percent of Florida's annual gasoline
consumption.

World's Largest Wind Farm to Be Built in Texas
Shell WindEnergy Inc. and Luminant, said late last month that they plan
to build a 3,000-megawatt wind power plant in the Texas Panhandle. The
proposed wind facility would be located in Briscoe County and be more
than four times the size of the largest wind farm currently in
operation. Officials say the proposed location takes advantage of
excellent wind resources and a relatively low cost of transmitting the
wind power to wholesale markets. In a move that underscores emerging
technology, the two companies will also explore using compressed air
energy storage, which uses electric fans to force air into underground
caverns, compressing it, and usually involves employing the compressed
air as an oxygen source for a gas turbine. No timeline for the project
was released. Luminant was formerly called TXU Power and is a subsidiary
of TXU Corp.

Texas is already the site for the world's largest wind farm, the
735-megawatt Horse Hollow Wind Energy Center, which was completed by FPL
Energy Inc. in late 2006. The state is also the site for the nation's
second-largest wind farm, the 504.8-megawatt Sweetwater wind project,
the fourth phase of which attained commercial operation in May.
Catamount Energy Corp. and Babcock & Brown developed and constructed
Sweetwater 4, and are currently funding the development and construction
of the project's fifth phase, which will add another 80.5 megawatts. And
Colorado will soon host the nation's third-largest wind farm with the
construction of the 400-megawatt Peetz Table Wind Energy Center in
northeast Colorado. FPL Energy broke ground on the project in May and
expects to complete its construction this year.
FPL Energy recently announced plans to add another 2,000 megawatts of
wind power to its portfolio by the end of 2008, followed by 1,500 to
2,000 megawatts of new wind power capacity each year through 2012, for a
total of up to 10,000 megawatts of new wind power. The company currently
has 1,000 megawatts of wind power under construction, and says more than
14,000 megawatts of wind power projects are in various stages of
development.

Illinois Legislature Adopts 25x'25 Renewable Energy Standard
The Illinois General Assembly last month approved energy legislation
that includes a renewable energy standard (RES) of 25 percent by 2025.
The bill passed the House 80-33 and the Senate 40-13, and Governor Rod
Blagojevich is expected to sign the measure into law soon. 

Under the legislation, a newly created Illinois Power Agency will
develop procurement plans for investor-owned distribution utilities in
the state and conduct competitive procurement processes on an annual
basis to obtain the supply resources identified in the plans. The agency
will incorporate renewable energy at an increasing rate as part of each
utility's procurement plan. In 2008, renewable energy is to constitute
two percent of each utility's total supply to eligible customers; in
2009, the RES jumps to four percent, and then ramps up by one percent
each year, up to 10 percent by 2015. Between 2015 and 2025, the RES
rises by 1.5 percent each year to 25 percent by 2025. 
 
While the RES applies to all utilities, about half of the state's
electric customers are supplied by "alternative retail electricity
suppliers" (ARES), which are not yet covered by the RES, although some
of the ARES have announced significant renewable energy supply
purchases. At least 75 percent of the renewable energy purchased is
required to be from wind power. Until June 30, 2011, the required
renewable energy must come from Illinois resources unless cost-effective
resources are not available, in which case, the renewable energy may
come from adjoining states.

Delaware Doubles its Renewable Requirement, Adds Solar Set-Asides
Delaware Governor Ruth Ann Minner recently signed into law a bill that
increases the state's renewable energy requirement. The original
requirement, set in 2005, called on the state's electric utilities to
draw on renewable energy for 10 percent of their electricity supply by
2019. SB 19 doubles that requirement to 20 percent, starting at 1
percent this year and increasing each year through 2019. The bill also
specifies a minimum percentage of solar power needed to meet the overall
requirement, a feature called a solar set-aside. The solar requirement
starts at 0.03 percent of each utility's electricity sales in 2009 and
increases to 2 percent of sales by 2019. The requirement is structured
to encourage the utilities to buy renewable energy credits (RECs) from
Delaware homeowners and businesses that install solar power systems.

Gov. Minner also signed a related bill, SB 8, which specifies that
utility customers retain ownership of the RECs associated with their
net-metered renewable energy systems, so utilities must buy the RECs
from the customers. It also allows utilities to stop offering net
metering when the total customer-owned capacity equals 1 percent of the
utility's peak load. And the governor signed SB 35, which doubles the
funding for the state's Green Energy Fund, a fund designed to stimulate
the local renewable energy sector by providing grants for renewable
energy installations, technology demonstrations, and research and
development projects.

Nebraska Adopts Key Biodiesel, Wind Legislation
A measure that provides an income tax credit for investments in
biodiesel facilities has been adopted by the Nebraska legislature and
signed into law by Governor Dave Heineman, one of 21 governors who have
endorsed the 25x'25 Vision. The measure will help develop alternative
fuel sources by applying the credit on plants that produces B100 or pure
biodiesel that can be made from soy, vegetable oil or animal fats, all
ingredients in plentiful supply in Nebraska. The measure also requires
the facilities to be located in Nebraska, with 51 percent of the
ownership interest held by Nebraskans to be eligible for the credits.
The credits are limited to 10 percent of the amount invested in the
first two years, increasing to no more than 50 percent of the taxpayers'
liability in subsequent years. The credits will be available beginning
with the tax year 2008 and continue for qualifying investments made
prior to 2015. The total tax credit is limited to $250,000, and the
measure provides for a graduated tax schedule to assure the plant is
running and producing biodiesel before taxpayers can qualify for
credits.

Another measure recently enacted into law provides a framework to
promote partnerships between private investors and local owners for
development and ownership of wind generation units, commonly referred to
as C-BED projects. Proponents say the legislation is a tool for
economically boosting to rural communities by creating jobs and keeping
the financial benefits in the area. A typical C-BED project is a 20-year
partnership to develop and own a wind power facility between a qualified
power and a group of local owners such as farmers, ranchers, businesses
and schools. For the first 10 years the project developer serves as
majority owner, paying for most of the initial costs of the project
while taking advantage of federal renewable tax credits for each of
those years. After the tax credits expire, total ownership reverts back
to the local owners who remain responsible for maintaining the facility.
The renewable power generated from C-BED projects would be sold to a
utility. While the measure does not obligate Nebraska's public utilities
to purchase power from a C-BED project, it does require that utilities
first consider C-BED projects before constructing new renewable

North Carolina Legislature Sends RE/EE Standard Bill to Governor
The North Carolina General Assembly last week sent to Governor Mike
Easley a bill that makes the state the first in the Southeast to require
utilities to obtain a portion of their generated electricity from
renewable sources and efficiency measures. The bill requires utilities
to get 12.5 percent of their energy from renewable and efficiency
measures by 2021. The measure easily passed both the state Senate and
House of Representatives, and is expected to be signed by the governor. 

Michael Shore, Environmental Defense's Southeast air quality manager and
a key player in drafting the legislation, said the landmark bill
represents a huge change in North Carolina's energy policy. While he
expressed concerns about provisions that may make it easier for
utilities to build new coal and nuclear power plants because power
companies could recover the costs of these plants during construction
(the House added language requiring utilities to demonstrate how a new
coal or nuclear powered plant would be more cost effective than energy
efficiency or renewable energy measures), he said the bill "is the
beginning of the story for North Carolina to pursue a clean energy
future."

U.S. Small Wind Turbine Industry Remains Global Leader
The small wind turbine industry remains one of the few renewable
industries still dominated by the United States, according to a new
study by the American Wind Energy Association (AWEA). The 2007 AWEA
Global Small Wind Market Study released last month finds that 6,807
small wind turbines were sold in the United States in 2006, compared
with an estimated 9,502 wind turbines sold in the rest of the world.
U.S. manufacturers supplied 98 percent of the U.S. market and exported
roughly half their product, which would equal about a third of the
non-U.S. market. To help sustain the U.S. market position, The
Department of Energy's National Renewable Energy Laboratory (NREL) is
offering to perform independent testing on commercially available small
wind turbines. Up to eight competitively selected manufacturers will
provide their wind turbines to NREL for up to a year of testing, after
which the results will be publicly available on the NREL Web site.
Responses to the solicitation are due by August 22.

Underwriters Labs Moves Closer to E85 Pump Certification
Underwriters Laboratories (UL) said last week that it will accept
requests for certification investigations for gaskets and seals for use
with concentrated ethanol-blended fuels such as E85. UL says it is on
track to accept E85 dispenser products for testing by year-end 2007. In
order to develop the requirements that will be used for certification,
UL conducted a gasket and seal ethanol-blended fuel compatibility
research program. The objective of the research was to subject various
materials to a variety of test conditions with ethanol-blended fuels and
to assess the effects of those fuels on the materials.

The results of UL's research indicate that certain commercially
available gasket and seal materials formulated for this specific use can
be expected to perform acceptably when exposed to motor vehicle fuels
blended with high concentrations of ethanol, including those that
contain an optional corrosion inhibitor additive. However, some
materials experienced significant deterioration during the research
tests. 

"These results confirm the necessity of establishing safety requirements
for E85 dispensers that take into account the long-term effects of
exposure to ethanol," said John Drengenberg, UL's Consumer Affairs
Manager. To meet its plans to complete research and development of
certification requirements by year's end, UL will accept product
submissions for E85 dispensers.

UL has partnered with the Department of Energy to implement an intensive
research program intended to advance public knowledge about the
long-term effects of ethanol-blended fuels on components of E85
dispensers and the subsequent effects on safety. 
 
"Building a safe and reliable biofuels infrastructure," says the DOE's
Assistant Secretary for Energy Efficiency and Renewable Energy Andy
Karsner, "will expand the use of clean and abundant homegrown fuels,
decrease our reliance on imported oil, increase our energy security, and
benefit our environment."

National Biomass Boiler Workshop Scheduled for October
The Fuels for Schools and Beyond program, a nationally recognized leader
in community biomass energy projects, will be hosting a national
workshop on implementing small- to medium-scale biomass boiler systems
October 16-18 in Missoula, Montana. The "Making Wood Work: Local Energy
Solutions" workshop will share lessons learned from projects across the
nation. 

Fuels for Schools and Beyond (FFS&B) was initiated in 2001 to promote
healthy communities and forests by encouraging facilities to utilize
waste wood from hazardous fuels reduction projects in the forests for
heating, cooling, and power generation. The program provides technical
and financial assistance to facilities and involves a partnership among
the USDA Forest Service, state forestry programs throughout Montana,
Idaho, Nevada, Utah, Wyoming and North Dakota, and the Bitterroot
Resource Conservation and Development Area. 
 
With all six state programs combined, FFS&B has, to date, aided the
implementation of nine biomass boilers in operation with seven more in
the design or construction phase. This includes one college campus
retrofit, two "whole tree" wood pellet boiler retrofits, one
installation in a new school, ten additional public school projects
completed or in progress, as well as boiler retrofits for both a
landfill and correctional facility in progress. With all systems in
operation, the projects are expected to utilize a combined total of
24,000 tons/year of biomass and generate over $2.2 million/year in fuel
cost savings for the facilities. 
 
The "Making Wood Work: Local Energy Solutions" workshop sessions will
guide attendees through the nuts and bolts of implementation from
beginning to end including topics of project feasibility, planning and
design, implementation and operation, combustion technologies, fuel
supply, environmental considerations, policies, incentives and financing
opportunities. There will also be field tours of operating biomass
boilers, new forest management technologies and exhibits.
