In the past I have recommended Nvu:

It's open source, WYSIWYG and runs on Win, Mac and Linux.
You'll need to test it with your includes - in my situation
it left space for them in the layout, but did not render
them exactly onscreen. YMMV
I was happy with it because I created a CSS-based site for
someone and it didn't mess with any of my layout - the
client was able to easily make text edits without scrambling
things.
There is an "unofficial" update of Nvu called Kompozer,
which you'll see on the link above. Probably a better choice
since it is more recent, but I haven't used it myself.
