The purpose of this program is to support the need to balance the
positive environmental, social,
and human health impacts of biodiesel utilization with the increased per
gallon cost to the user.
Projects should be focused on development of practical indicators or
milestones to measure the
progress towards achieving five basic objectives. The five primary
objectives of this program
include:
* Enhancement of current efforts to collect and disseminate biodiesel
information
* Project coordination with:
* Other biodiesel educational or promotional programs
* Federal, state, and local programs, fostering biodiesel use
* EPAct program
* Creation of a nationwide networking system that delivers biodiesel
information to targeted
audiences, including:
* Users
* Distributors
* Other infrastructure-related personnel
* Identification of and documentation of the benefits of biodiesel such
as lifecycle costing
* Data collection related to information gaps and development of
strategies to address the
gaps
Projects should achieve these objectives through educational activities
aimed at:
* Stimulation of expanded training opportunities
* Research
* Interest
* Information sharing in the following areas:
* Infrastructure supporting expanding biodiesel industry
* Technology transfer of new biodiesel technologies
* Fuel quality supporting achievement of B100 standards and biodiesel
blends
* Feedstock expansion for addressing the increasing demand for biodiesel
Biodiesel standards should be compliant with the American Society of
Testing and Materials
International (ASTM).
This program will fund new applicants only.

Funding Notes:
An estimated $960,000 is available to fund from one to two awards for
new continuation applications in FY 2008 with an initial one year
project period. Continuation funding will be provided for FY 2009 - FY
2012 with a total annual project budget not to exceed $960,000 with a
project period ranging from three to five years.
Continuation funding will be contingent upon:
*Availability of funds
*Awardee satisfactory performance with project progress
*Determination that continued support would be in the best interest of
the federal government and the public

Indirect costs should comply with the following restrictions:
*Applicants may choose not to charge indirect costs and use all program
funds for direct costs
*If no indirect costs are charged, applicants should mark it as "none
requested"
*If no indirect costs were requested, applicants will not be allowed to
charge, as direct costs, indirect costs that otherwise would be in the
indirect cost pool under the office of management and budget cost
principles
*Applicants declining to request indirect costs will not be allowed to
revise the budget later in order to charge indirect costs to program
funds
*If applicants request indirect costs, then they should be restricted to
official negotiated indirect cost rate
*In cases when no rate has been set, applicants may note "none-will
negotiate" and indicate a dollar amount for requested indirect costs
*All indirect costs are to be approved by USDA
*Based on recommendation of the project for funding, the funding agency
will request an indirect cost rate proposal and provide further
guidance, if necessary
Unallowable costs include:
*Funds for the construction of a new building or facility
*Acquisition, expansion, remodeling, or alteration of an existing
building or facility, including:
*Site grading
*Improvement
*Architect fees
Applicants previously funded by this funding agency will not be awarded
under this program.

Eligibility Notes:
Eligible applicants are nonprofit organizations and institutions of
higher education meeting the following requirements:
* Demonstrated knowledge of biodiesel fuel production,
use, or distribution
* Demonstrated capability to conduct education and
technical support programs
Eligible applicants may subcontract ineligible applicants, if such
organizations are necessary for the implementation of this program.

* Scientific Fishery systems, Inc
* University of Arkansas
