The 2009 legislative session could be an opportunity for legislators to revive Florida’s economy and achieve rapid, widespread deployment of renewable energy with no up front cost to Floridians and no state appropriations required.

The legislators say that in order for a needed majority of legislators to vote for REDs they must see wide support and that the most effective way to demonstrate this support in the eyes of the legislators is to come to Tallahasseein large numbers for lobby day, March 24th
Democrats and Republicans are working together for a statewide Renewable Energy Dividend Policy (REDs policy)*
Representative Kreegel Republican, Chair of the House Energy and Utility Committee, is working with Representative Fitzgerald Democrat on a bill for a state wide Renewable Energy Dividend (RED) policy. It is somewhat unusual to have Democrats and Republicans working together but this policy has the potential to do so much for Florida’s economy that political differences are being set aside
A RED policy makes renewable energy production such as solar profitable by requiring utility companies to provide 20 year contracts guaranteeing purchase of electricity from home owners and businesses at a price that is profitable (approximately 32 cents per kW for solar).
Banks will loan money based on these utility contracts because they are guaranteed pay back from the electricity sale
REDs “turn homes, farms, and businesses into entrepreneurs who will accelerate our path to clean energy,” says Terry Tamminen, former Secretary of the California EPA, current environmental advisor to Governor Charlie Crist and former Chief Policy Advisor to Governor Arnold Schwarzenegger.
In Germany, with much less sun than Florida, the country moved from 3% renewables to 18% in 10 years at a cost of $2.25USD per month for the average rate payer. Spain has created 25,000 jobs in solar in 3 years using this policy; retraining many unemployed construction workers to become solar installers. Solar installed costs in Germany are 25% cheaper than in FL because of the intense market competition in Germany caused by REDs.
According to independent studies by Ernst & Young, Summit Blue, the International Energy Agency and NREL a renewable energy dividend policy ensures least cost policy for ratepayers compared to rebates or quota/tradable RECs
