Note: This occurred because of my existing /etc/network/interfaces
file, which specified a handful of VLANs and mtu settings. I do not
see anything related to this being an issue in the release notes or
upgrade guide, so if anyone has vlan interfaces autoconfigured at boot
time please note that an upgrade may break your system.
I've worked around this issue temporarily by removing all the custom
network config and doing it by hand. I have not determined if/how to
redo the configuration properly.
