We conducted a study a few years ago to assess communication and collaboration among government officials within the US Department of Health and Human Services with respect to addressing tobacco control. We have a paper under review, so I cannot cite it. However, a brief description of that study and a sample of the data are included in the following paper:

Is anyone aware of any literature about how to evaluate the efficacy of a government official. Network related measures are of course preferred.
