We started with a lower level course with the intention to create a new, upgraded version for upper level students. (FYI, we do not offer any developmental courses here, however we do have several "entry" level courses, for credit, that are recommended to students with certain test scores upon admission) It is still only a "2000" level, but when a student needs an elective it typically doesn't matter. We then added some writing-intensive instruction requirements so that it would qualify in FL as what we call a "Gordon Rule" course. Students in FL cannot earn a degree without a certain number of writing intensive and computational intensive courses (Gordon was the legislator who initiated this requirement). Once we did that, our Undergraduate Council was not hard to convince, since the course purpose is to help students move into higher levels necessary for graduate work. It is a small class, no more than 20 students. We market it through advisors and other networks. We generally have about 15 students register for it each semester. Since it's small, the instructor will work with students who are prepping for graduate exams so that their practice work can count. For example, they can writing sample essays, have them critiqued, and then revise and resubmit in place of some of the writing assignments. Most graduate exam essays are persuasive. Hope this helps.

Pat, I'm very surprised but delighted to here of the upper-level
reading/writing courses at USF. I'm unaware of others doing this. How did
you all go about justifying these courses to those with the power to give
them the go?
