This work seems to be accurate from the historical perspective. Furthermore, it postulates where the model was adapted to be what we see in many inaccurate forms today.
It is an Interesting read if you have 20 minutes to burn.
Edgar Dale was 150% careful if not anal when it came to anything that would involved numbers...I refer to the Dale-Chall Readability formula and the Dale-O'Rouke Living Word Vocabulary.

Thanks, Norm. I don't think there's any dispute that the Cone of Learning is
legitimate and great stuff. It's the percentages that were put in that are
bogus.

Dale was familiar with the theories of forgetting. Early in his career he
checked out a copy of H.F. Spitzer's dissertation... A Study of Retention in
Reading (I assume he read it). This was a groundbreaking dissertation for those
interested in postsecondary learning. Walter Pauk and F. P. Robinson among
others used it as a foundation of their earlier arguments for study systems
(based on Seashore's understanding of the learning process).
